The customer usually hasn't chosen anyone yet. They're still comparing, or waiting on a spouse, or just busy. The contractor who checks in while the decision is open is usually the one who gets the job. Silence isn't a no. It's just nobody having followed up yet.

It reads like a busy owner checking in, not a drip campaign. The moment a customer replies, whether that's yes, no, or later, the chasing stops for them.
On any reply, instantly. Otherwise it runs a spaced sequence, typically five to seven touches over a few weeks, then closes the quote out and logs it as unresponsive. You set the cadence and the cap, so nothing chases forever.
SMS first, since that's where service customers actually answer, with email as the second channel. If a number doesn't respond after a couple of texts, it switches to email automatically. Every message and reply is logged in one thread per quote.
